Transportation Committee Report – week 7, 2017

SF 174 – Authorizing Carroll and Clay counties to issue driver’s licenses
SF 227 – Operating or riding a snowmobile or ATV while carrying a firearm

COMMITTEE ACTION

SF 174 adds Carroll County and Clay County to the list of counties authorized to issue driver’s licenses, nonoperator’s identification cards, and persons with disabilities designations. This is necessary because the Iowa Department of Transportation closed driver’s license stations in those counties on August 31, 2016.

SF 227 expands the circumstances under which an individual can operate an ATV or snowmobile with a loaded firearm without a permit to carry. Currently, a person may operate a snowmobile or ATV with a loaded firearm without a permit to carry if they’re riding on land owned they own and their conduct is lawful. The bill allows a person to operate a snowmobile or ATV with a loaded firearm if they’re on land that they rent or on land where they provide agricultural labor and their conduct is lawful.
