COMMITTEE ACTION:

SF53 – Employer control of employee political contributions

SF 53 prohibits an employer from requiring an employee to or prohibiting an employee from making a political contribution to a PAC or candidate. A committee amendment inserts “or family member of an employee” throughout the bill so that an employer may not prohibit or require an employee or their family to contribute to a political committee/candidate. The amendment also strikes Section 2 and replaces it with a qualifier that if federal or state law or regulation prohibits political activity or political contributions, this bill will not override federal or state law or regulation. Violation would be a serious misdemeanor, punishable by up to one year in jail and a $1,875 fine.

SF67– Requiring carbon monoxide protection

SF 67 requires the fire marshal to adopt rules for standards relating to carbon monoxide protection for buildings where people congregate. A strike-all committee amendment provides for a new Code section, under which the fire marshal will adopt rules requiring carbon monoxide protection in major public sleeping and educational institutions. The amendment strikes the bill’s “wherever people congregate” breadth of building requirements. It requires new or remodeling projects to include carbon monoxide protection. In addition, carbon monoxide awareness may be included in any fire awareness campaign. The bill does not require additional or new inspections of any premise.

SSB1115 – Resolution to allow sale of merchandise by ABATE on Capitol grounds

SSB 1115 is a resolution to allow sale of merchandise by A Brotherhood Aimed Towards Education (ABATE) on the Capitol grounds. ABATE holds a motorcycle rally and toy run each year to collect toys for Iowa children and sells commemorative merchandise at this event to help pay for costs of police escort. The Department of Administrative Services requires the Legislature to approve requests to sell anything on the Capitol grounds by outside entities. A technical amendment makes clear this resolution is in effect for the current two-year General Assembly.

SSB1118 – Canned cocktails

SSB 1118 allows for the sale of “canned cocktail” and “mixed drink or cocktail.” These beverages may contain between 6.25 and 15 percent alcohol by volume. The Code provision applicable to beer will also apply to canned cocktails (redemption, etc.). The bill takes effect upon enactment.
