SSB 1026 – Apprentice program eligibility and clarification of IEDA authority

 

COMMITTEE ACTION

SSB 1026 clarifies that it is the intent of the Legislature that Iowa’s Economic Development Authority (IEDA) has broad general powers and specific program powers over all of the department’s statutory programs and administrative rules, including programs created pursuant to Code chapters 15, 15A, 15B, 15E, and 15J. Specifically, the bill clarifies and reaffirms the IEDA program implementation and administrative rule relating to the apprenticeship training by requiring that a person be an Iowa resident to qualify as an apprentice under the program for purposes of calculating financial assistance awards.
